Default confusing sentence

Hi...how would you translate the following sentence...

"Año de fabricación no debe exceder al año siguiente del inicio de vigencia"

Is it ok to say:

"the manufactured year cannot be later than a year after the effective period started"

I’m missing something, so I'm unsure.

The year of manufacture should not be later than one year after the (what? rules, specifications, laws, contracts) were put in force.

Usually "vigencia" is used to express the validity of something, like a document :licencia de conducir vigente = valid drivers licence

In Industry, I belive they could be talking about a product's warranty.

hey danii i dont know if this will help it may be a little late but why dont you try this: year of manufacture shall not exceed year subsequent to initiation of validity. hope it helps.
