I am struggling to find a relatively simple translation for "recoge the voluntad" in the following context:
"El plan de acción aprobado recoge la voluntadde los Gobiernos para mejorar este indicador y se compromete a crear un entorno favorable para la promoción de la salud neonatal, fortalecer los sistemas de salud y mejorar el acceso a los servicios de atención de la madre, del recién nacido y del niño." I have seen other, more legalistic translations with regard to deeds and property, etc., but I still don't know exactly what degree of strength this agreement has, or if indeed, it is an agreement. I am not sure about a legal translation for this, but I would say
expresses the will of the Government I do not think this paragraph has such legal force...
