I understand that although in USA public legal cases formulated by the District Attorney are titled “the People vs. …..”, it is the Government (not the people) who really files the lawsuit. In such case, couldn’t it be translated as “El gobierno de los Estados Unidos Contra ….” I wonder. ????

No creo Hebe, porque el representante de la sociedad es precisamente el Fiscal/Ministerio Público, que está facultado para ejercer la acción penal, y aunque sea un órgano de gobierno, su deber es proteger a la sociedad.

Por lo tanto, y a reserva de una mejor opinión, no sería el gobierno quien entablara el juicio en contra del indiciado, con la excepción de que fuera alguna dependencia de gobierno la agraviada y ésta hiciera valer su derecho a través del Fiscal.
