"pipi cucu" is used when you want to describe something "perfect" "splendid" "beautiful".

Apparently it has to do with Carlos Monzon, the famous Argentine boxer.
He went to France during the 70´. They gave him a prize and he wanted to thank in French. Although he had quietly trained the famous "merci beaucoup" (mersí bocú ), he said very nervous: "pipí cuckoo", "Pipí cuckoo".
This new word was born, which his friend Alberto Olmedo would popularize by giving it a new meaning: exquisite, splendid, beautiful, etc.

Other researchers claim, however, that the expression pipi-cucu comes from English: pee-pee cue-cue, the names of the letters PP QQ.

PQ is short for perfect quality, and it used to be marked on the excellent products that resulted from a classification in the textile industry. The repeated letters would indicate the superlative, or plural.

Interesante, ahora, sinceramente, no creo que "Carlos Monzón conocía quizás ese dicho, que dijo después en broma.", jajaja

Still, this is a very old fashioned word. I doubt anyone south of 70 would use it nowadays.
