What is the different meaning of both sentences ? Do they both mean "Sleepiness all day" ?

soñoliento todo el día,
if you are going to refer to the condition of the person
somnolencia todo el día.
Your translations are ok too, it depends on the target audience and the type of text which could also be a medical one.

For "Deseo de dormir todo el día" the literal translation will be "The wish to sleep all day long". I would need more context.
