Hi, please could someone help me translate "hanging over its head" i would like to say, Andalucía has gone many years with the problem of drought "hanging over its head"

Si quieres una opción sencilla y directa puedes decir 'como una amenaza permanente'.
Otra opción podría ser 'como una espada de Damocles'. |

La traducción directa es "pendiendo sobre su cabeza", es una frase muy usada.
Si el problema es una amenaza grave, se puede ser algo más dramático y decir "pendiendo sobre su cabeza como la espada de Damocles", y de hecho es más ilustrativa.
