    Default under-the-breath

    hi!

Does anybody know what under-the-breath means??

The context is: "The under-the-breath remarks and coughing that continued during his speech showed how little supporth there was for his views." *

*from First Among Equals (by Jeffrey Archer).

this book is full of expressions! AAAHH!! Help!
