Hola!

That morning, it seemed as if there was an implicit pact to not talk about what happened the previous night, at least not in general.
A los que enseñan inglés, mejor es “as if there were”, pero ahora, usualmente usamos “was".
thanks, gernt. But I wonder, in general means in public?
A mí, supongo que no. Pero nunca estoy seguro.
It's hard to say without more context, but just reading that one sentence I imagine that "in general" it was understood that "last night" wasn't going to be discussed, but that individuals might be talking about it behind closed doors or making veiled references in small groups, gossiping, whispering behind backs.
May I suggest:
That morning there was a sort of implicit pact that the events of the night before would not be discussed, at least not openly.
I agree with Mariaklec's version of not openly. That is the exact meaning of the phrase.
Thank you all for your invaluable help!
