instancias internacionales
Hello,
I would welcome your opinon on how the following could be translated into English: "instancias internacionales"
The text is a formal article dealing with the impact of climate change on the tourism industry in Spain.
A word that comes to my mind is "innitiatives" but then this is not even remotely related to the meaning of the word given by the dictionaries I've consulted.
Thank you!

Hi martula, here is my attemp.
The true of the mater is that, up until not too long ago, institutional and private international entities engaged in tourism had just begun reacting.
Hope it helps :)
