I tend to believe that there is either a misspelling of "slow economic time, or times," here, because "snow" does not make sense to me in this context.
One would argue that the economy is said to be in a recession, hence "snow." But why not "snowy" or "wintry"? And even these two cases sound strange.

I agree, "snow" is most likely misspelled. It makes no sense whatsoever and there are no known or used phrases that would support the use of such phrase.
