The simplest form would be in the third person present tense.
Rie ahora. Llora luego
or
Rie hoy, Llora mañana
Not to complicate matters but, since this is a tattoo I guess you want to be sure to get it right for the person being tattooed so you might want to think about the message being sent because you are dealing with a question of the proper conjugations of the verbs
reir (to laugh) and
llorar (to cry). Do you, or your client(s), want it to say "(Let's) laugh today and (we'll) cry later", or "(I'll) laugh today and cry later; or (you) cry today, laugh later. They are all written differently.
