En esta frase:
"La oficinista del campo de concentración les llevaba a los pobres campesinos provisiones para ellos inaccesibles, reservadas al personal del campo".
¿"reservadas al personal del campo" significa "that the supplies belonged to the personnel of the camp, that they were to be used by them"?

I’m going out on a limb here because I have never seen campesinos used to mean inmates. But I’m guessing this refers to the Holocaust.
The clerk of the concentration camp snuck personnel provisions to the poor inmates who otherwise would have had no access to them.

Yes, reserved means held aside for a specific recipient.
