I think that underage has a certain unpleasant connotation. It usually means being too young to do something; like drinking, smoking, driving or voting. I like "young people" but in order to avoid using it twice I recommend "youngsters"; "teenagers" (depending on the age bracket); "kids" (informal); maybe minors (although minor is equivalent to underage in meaning)
Suggestions:
"Our app is addressed especially to young people, offering opportunities to youngsters (kids) to volunteer, since most organizations don't offer such opportunities to these younger ages."
"Since most organizations do not offer volunteer opportunities to younger people, our app is addressed especially to youngsters, offering them opportunities to volunteer."
