Depende a lo que te refieras con documentos en general.
En líneas generales aplica a cuestiones legales, financieras, gubernamentales, etc. No a todo tipo de cartas o papeles personales. También influye el alcance de la distribución de dichos documentos.
Si requieres información más específica, manda unos ejemplos o un contexto específico.

Ustedes tienen razón. No hay ningún problema. Es posible decir:
Where *** appears, *** should be substituted
Existing: xxxxx
Should be: xxxxx
The politician will issue a statement on finances.
The newspaper printed a special issue.
Forms are issued on an as-needed basis.
The mint had an issue of a new banknote today.
But mass-produced items or laws or rules are "issued". A painting is not issued, it is "shown" or "unveiled". Pero puedes "issue" jugetes, coches, ropa...., usualmente con la palabra "line". Van Heusen issued a new line of womens' wear today.
Y quiere decir “asunto de importancia” también:
Finances are currently an issue.
