quota-obligated party

Hello Forum,

I am translating a document for a palm oil company and I have been struggling finding a correct term for the term quota-obligated party. Here is the context:

"To ensure that all of the relevant product properties and related sustainability characteristics are forwarded through the supply chain to the quota-obligated party (i.e. economic operators bringing sustainable biofuels or bioliquids onto the market),..."

My attempt:

I am not sure if the sense that I understand is correct. Please advice.
