Flow meter or flowmeter can be caudalímetro, flujómetro, medidor de flujo, etc.
I think the term meter banks refers to: hileras de medidores, filas de medidores, líneas de medidores, etc. I know banks is synonym for rows, lines, etc. but if you translate it like bancos medidores, it might be a little bit confusing.
I hope someone else gives us his/her opinion.

I think a not-so-literal but more idiomatic translation would be "tablero de medidores."

I agree with flor1990. "Tablero de medidores" gives the Spanish reader the "image" or meaning you want to convey.
