The Congress shall have Power To lay and collect Taxes, Duties, Imposts and Excises, to pay the Debts and provide for the common Defence and general Welfare of the United States; but all Duties, Imposts and Excises shall be uniform throughout the United States;

Here's one version for your consideraation:
El Congreso tendrá el poder para establecer y recaudar impuestos internos, externos, al consumo, y tributos, con el fin de cancelar deudas y asegurar la defensa colectiva así como el bienestar general de los Estados Unidos; sin embargo, tales impuestos internos, externos, al consumo, y tributos se aplicarán de manera uniforme en todo el territorio de los Estados Unidos.

I know that Welfare could be, also, "prestaciones de la seguridad social", but you are right, in this context that use doesn't make any sense, specially if we think in the historical moment when this document was written.

The text makes reference to a 'general welfare', and not a specific type of welfare, so I think 'bienestar general' is adequate.
