I agree with Jozé, in Mexico, "hacer chapuza" means "to cheat".
In Argentina for the first one (obra de poca importancia) we say "changa", but this definately does not mean to cheat.
Colloquial British English translation would be "a bodge up"
Unfortunately, where I am this is the norm!!!
