I found a great Internet resource on localization 99translations[dot]com.
It is still pretty fresh, but it looks great. It allows you to advertise yourself as a translator so that software vendors can find your contact information. It allows easy integration with different software development technologies and does NOT require much technical knowledge.

And we don't pay anything, I like it!
