What is the different meaning of both sentences ? Do they both mean "Sleepiness all day" ?

if you are going to refer to a person, as an adjective you can say
so�oliento todo el d�a,
if you are going to refer to the condition of the person
somnolencia todo el d�a.
Your translations are ok too, it depends on the target audience and the type of text which could also be a medical one.

Sleepiness all day: Somnolencia todo el d�a / Somnoliento (to refer to the person)

"She is sleepy all day long" for "Todo el d�a tiene sue�o".
For "Deseo de dormir todo el d�a" the literal translation will be "The wish to sleep all day long". I would need more context.

Somnolencia is "drowsiness".
