Vehicle status: cannot be insured/subject to insurance.

Here's another option:

The vehicle's condition doesn't allow us to insure it.
We're not allowed to insue a car in that condition / in those conditions.

Depending on the context, it could be as straightforward as "The vehicle's condition makes it uninsurable".
