Hi.. how would you translate this:

Indica que se realiza el traspaso de las propuestas solamente.

it means that the proposals are transferred alone ???

your translation is ok, but to clarify:

"indicates that it is (or constitutes) the transfer of the proposals ONLY."

generally, "alone" in this sense often translates to "solas", or "a solas".
