Does the verb "tirar" in spanish mean "to make out" in any parts of the world? I know it means "to fuck" in some places, but I was just wondering if the other translation works. Maybe "to fool around"? Thanks!

I can confirm that in Puerto Rico tirar does mean "to fuck". I have not hear it anywhere else with that or a different meaning.

Here it means "to dispose" "throw away"
tirar la basura/botar la basura-. I think in Spain it has the same meaning.

It has more than one meaning and the use in Puerto Rico is very colloquial.
