    ... pero el progreso resultaba dificil de medir. Cuando su mandato/representación finalizó, el banco calculó que ...(aca hay algo que falta) ascendía a 800 millones. Un aumento de 200 millones durante mas de una décadas.?

    IGUAL PARECECIERA QUE HAY ALGO QUE FALTA. QUIZÁ SEA EL CONTEXTO.

    ... pero el progreso resultaba dificil de medir. Cuando su mandato/representación finalizó, el banco calculó que el número de pobres en el mundo ascendía a 800 millones. Un aumento de 200 millones durante la decada.

    Estoy de acuerdo con Teodoro.

    I would guess that elsewhere in the text there is a definition of who falls into the category of "the worlds poorest," ---which is a noun phrase in this passage.
