El Sr. McNamara se dió cuenta de esos problemas cuando ellos desarrollaron y cambiaron el énfasis de los préstimos bancarios hacia proyectos menores — irrigación, semillas y fertilizantes, pavimiento de carreteras que van de fincas hacia mercados.
