Pueden decirme como usar "!que sí!" y "!que no!"

I have heard and seen the phrases many times but I am hesitant to use them because I don't know their exact usage. One of my favorite songs is "La Paloma" and there is a line: "Que sí, que sí, que no, que no! Cuando ella quiere no quiero yo!"

I know that songs do not always translate well or even make sense at times but can you explain the usage of que sí and que no in normal conversation?

simplemente se usa para dar énfasis. Es igual a decir sí o no, pero con más énfasis, normalmente con algo de enfado.

Vamos al cine? No. ¿Pero y si fueramos? ¡¡Te digo que no!!

¿Me compras un helado? Sí. ¿Me lo compras ahora? ¡Ya te he dicho que sí!

los hispanoparlantes recordarán la vieja canción infantil:

"que llueva, que llueva..." y sigue:
"la vieja está en la cueva (o "la virgen de la cueva", en otra versión),
los pajarillos cantan
las nubes se levantan.
que sí, que no, que caiga un chaparrón..."

I think, vicente, "que sí, que no" like that, put together, shows some uncertainty (it looks like rain is coming, but you can't be sure, you want it to rain, and you don't)... doubt, too. We use it to express some irritation (in some cases) because the other person (or the rain) can't or won't decide! As if you're protesting, "you say YES, then NO" (="me dices que sí, que no")
