Hola, el adjetivo "top-heavy" se utiliza comúnmente para describir las siguientes condiciones (del www.wordreference.com):

1 (estructura) sobrecargado,-a en la parte superior
2 (una organización, empresa,gestion) con exceso de altos cargos


Imagínate una pirámide. La parte superior de la pirámide, obviamente, debe ser de menor tamaño y peso que la base. Cuando esta proporción se invierte, decimos que se ha hecho "top-heavy"; de sobrepeso en la cúspide. De ahí que una organización jerárquica se considera "top-heavy" cuando su tamaño, enfoque, o recursos favorecen desmedidamente a los de arriba.

Por ende podría ser:

En Inglés por lo general "top heavy'' usado con cosas intangibles puede significar simplemente "demasiado". Así "reglamentos demasiados".

Teniendo en cuenta lo que dice Joel...

El Collins Dictionary dice:

Heavy-top adj. demasiado pesado en la parte superior
The Army was top-heavy with officers - El ejército tenía demasiados oficiales.

Por lo que podría ser "reglas demasiado pesadas/exigentes".

Pero sería interesante que aportaras el contexto así te podríamos decir con más precisión.
