    Default "He's all talk."

We have a phrase in the U.S. "He's all talk!" or "He's all talk and no action!" or more crudely "He's all mouth"

It means a person who says he is capable of doing, or will do something, but never does, i.e., much talk and no action.

Is there a Spanish phrase that conveys this sentiment?

    Here are some ideas

    or

Es un bocon e.g. Pedro es un bocon

    or

    Thanks Californiaman.

I've heard the "barking dog doesn't bite" phrase but the other two are new to me. I'm trying to find a way tell to a person that all he does is talk about returning to school but it's just talk. I want to jolt him a little without being too critical...you know, let him know that his credibility on the subject is nil, since all he ever does is talk about it.

I agree with Salvardrom. Mucho ruido y pocas nueces is another way to express "he is all talk"
