lock open or tag open
Where practicable, lock open or tag open to atmosphere, a drain valve between the two closed valves.

Estuve mirándolo pero es toda la regulación australiana de seguridad que por supuesto tiene totalmente que ver con lo que estoy haciendo pero no tiene la traducción técnica del término que estoy buscando ..... De todas formas gracias de verdad por tu ayuda... si tenés dónde buscar términos para traducir avisame porque tengo varios links tipo diccionario pero hay términos que obviamente no están, como estos.
