Default Acronyms in English to Spanish Health Care Translation

I am working on a translation for someone in the health care field, but the majority of the project deals with legal material. Can anyone tell me what the guidelines are on acronyms in this type of translation? Here are a couple of examples:

    1) PHR - Personal Health Record
    2) HIPAA - The Health Insurance Portability and Accountability Act

Would it be correct to make a new acronym for a translated term?

    1) Expediente Personal de Salud - would it be correct to use EPS instead of PHR?
    2) I am not even sure on how the second one would translate lol - Would it be "Acta de Portabilidad y Responsabilidad de Seguro Medico" or "Ley de Portabilidad y Responsabilidad de Seguro Medico"?

Any help here would be appreciated!

Por si les interesa: Del OPEN AIR PROJECT "Traducir Accountability" por Roberto Stuven

No existe consenso sobre cómo traducir este término, usado en uno de los procesos del marco de referencia. Al parecer existen cuatro alternativas de traducción:

    1.) Traducir como responsabilidad:

    * La voz correcta es responsabilidad y así se traduce en la ONU. (Manuel Alcalá, secretario perpetuo.)

2.) Traducir con el neologismo respondabilidad.

3.) No traducir y usar literalmente accountability

    4.) Otras formas.

    Hola Lili Ruth,

Probably the best source of Spanis - English medical abbreviations is on www.super55.com
I am not sure why but it is very difficult to find this English - Spanish medical dictionary on google even though this seems to be the best one out there.

    I hope this helps.

    Hello
HIPAA- in Spain we know it as "Ley de responsabilidad y transferibilidad del seguro médico" or "Ley HIPAA"
PHR-Expediente Personal de Salud. I don´t know if there is a spanish acronym for it, but just in case, you shouldn´t invent one for your translation. Too risky I would translate it like "Expediente Personal de Salud (PHR por sus siglas en inglés)"

    Hugs and espero haber ayudado

I would avoid making up an acronym wherever possible. My preference is to use the original acronym with the translation in brackets after the first time it appears. In this case:
