If you are referring to this, I would suggest: "ley" (as a source of law: e.g.: http://www.altillo.com/EXAMENES/uba/...rafialuba.asp). If you need to clarify (just to avoid the ambiguity of this term in Spanish), you could use "ley emanada del poder legislativo" or something of the sort.
