Imperative
In Spanish, at least, in Argentina we always use the imperative.

actually , my question was whether i had to start the sentence with the imperative "issue....." in english

English
In English the sentence is sometomes re-written:
"Therefore, (somebody) ORDERS: that (something) be (done)" |
