Does any one have a translation for this term in reference to the section of any Law which explains the reason for its enactment?
Would "whereas articles" sound reasonable? Thanks in advance

"Statement of reasons" "Statement of purpose" "Preliminary recitals" Hope it helps, Hebe Best regards,
