It actually has to do with a "pool of leave time" for union purposes.... maybe an agreement to take time off to tend to union activities?

a union leave means an "absence from the performance of an employee’s public duties as a member of the classified civil service to engage in union activities", so, your translation is pretty good although I prefer "licencia con fines gremiales/sindicales" another version could be: "licencia para actividades sindicales" Hope it helps! ![]()

mem286's option sounds good too, of course it depends on the country. In Cuba we use the word "sindicato" for "union", so you really have to take into account the target country.
