Hello, here are some new questions. Are these sentences rightly written? Would you like correcting my mistakes?

Sentence one and three are perfect. Sentence two is technically correct but odd in usage. It is better to say, "Are these sentences correctly written?" My ear feels most comfortable with, "Are these sentences written correctly?" Either of those will work well.

Now for whether:

I wonder whether we are compelled to say the whole truth or not.
I wonder whether or not we are compelled to say the whole truth.

The concept of the yes or no choice is encapsulated in the phrase "whether or not," so it is best left intact. Although your sentence is certainly understandable.

Actually, I have a doubt, as to whether we are obliged or not to say the whole truth

I will say the whole truth, whether or no.
I will say the whole truth. (If there was more to come...)

With the phrase "whether or not" now separated from the sentence "I will say the whole truth," it now reads better to separate whether and not.

On to "either":

You could either say the truth or tell lies.
Great sentence! Also, "You could either tell the truth or tell lies."
Ask me no questions and I'll tell you no lies. (American song lyrics).

As for whereas:

You can say anything whereas it was (were?/would be?) the truth.
This sentence doesn't communicate clearly and it's difficult to decipher your intent. So, I'll play a little longer here.

You can say anything as long as it is the truth. (present tense)
You can say anything if it is the truth. (present tense)
You could have said anything as long as it was the truth. (past tense)
You will be able to say anything as long as it will be the truth. (future tense)
You will be able to say anything as long as it is the truth. (future tense)

Whereas you tell lies, I will tell the truth.
I tell the truth whereas you tell lies.
I say the truth whereas you say lies.
You could say anything whereas I can only speak the truth.

It will make no difference (any/ much difference?) whether you say the truth or not, whereas avoiding speaking too much, might be a good chance. (whereas you avoid speaking too much...?)

You started off really well and fell off at the end.

It will make no difference whether or not you say the truth,... (Good).
It will not make any difference whether or not you say the truth,... (Good).
It will not make much difference whether or not you say the truth,... (Good).

...whereas avoiding speaking too much might be good. (Good).

If there is a "chance" of something occurring as a result then it is ok to add that, but you need to state what that something is.

eg: It will make no difference whether or not you say the truth, whereas avoiding speaking too much might be good a chance to avoid lying.

It will make no difference whether or not you tell the truth, whereas lying will land you in jail.
It will make no difference whether or not you jump in the water, whereas jumping on the rocks will hurt.
It won't matter if you fail, whereas not trying makes you a failure.

I failed in my last post, I wanted to write you not your! You´ll understand ... Well, are these sentences written correctly? (Thank you, Steve)
It is not so important wheter or not he studies, whereas getting a good mark may be a good chance for him to start the College period.
You must start the College period; whereas it is not the point whether or not you have studied .
I think that whether or not you have studied, you must start the College period.
Prices are rising everyday whereas the Government seem not to understand it.
Prices will keep on rising, whether or not the Government do something with regards to.

Whether or not the Government do something regarding it, prices are going to keep on rising.
