    I've read this:

    She has been a precinct committeeman, ward chairman, and township chairman.

    Is this correct?

    I think that “chairperson” would be ok, if we could use it to describe both men and women, or we can say just “the chair”

    I agree with you. I think "chairperson" is ok. "Chairwoman" could also be used: https://www.merriam-webster.com/dictionary/chairwoman

    Lo que me sorprendió de este documento es que intencionalmente hayan asignado una palabra masculina, finalizada en "man", a una mujer. Y una, otra y otra vez más en una oración corta.
