I think you may be right, as in everyday usage it means that something seems to be done unreasonably, arbitrarily, senselessly, or even haphazardly.

Perhaps something done without rhyme or reason está hecho sin ton ni son, but something which is without rhyme or reason or is beyond rhyme or reason es algo que no tiene ni pies ni cabeza.
