Carlos si te refieres al seguro del envío de carga (COST FREIGHT INSURANCE) creo que eso se debe registrar durante el periodo fiscal en que se canceló el seguro es decir al momento del envío (shipment). Si te refieres a otro seguro de un producto en particular, creo que debe registrase después de la nacionalización de la mercancía (customs clearance)
