Hi people! I'm translating a text for a Human Resources company, and I'm in doubt on how to translate the term "claim" -into Spanish- in this context:

Proper implementation of the HCN by the employer results in improved medical provider control from the onset of a claim. Injured employees must select their treating doctor from the network.
"Demanda" is not suitable, as it is used in legal proceedings. This does not involve a legal proceeding, so I thought of using "reclamo" or "reclamación".
Can anyone give me an opinion on this?
