The CTPCBA does not translate it's own name, as can be clearly seen in their English website. And even though the first translation to come in mind would be Translator's Association, the Colegio is a self-defined Collage. By this I mean that it has a college accreditation to give courses, certifications and postgraduate degrees. Based on this, a correct translation would be College of Public Translators of the City of Buenos Aires
As to the benefits, I'm not a member myself since I didn't graduate from a university in Argentina. But I do participate in their activities and I know they offer discounts to members on their courses, give away yearly scholarships (members only) and have free, monthly cultural activities.
I think anyone who wants to get more involved in the activities will find it a good medium of interaction with the translation world and with local professionals. If you don't get involved, then it's pretty much pointless.
