Question Xliff

Hi!! I'm intrigued by this localization format.
Lately I've seen many articles and advice on it, but I don't really know how to work it!!
I don't have a program that exports directly into XLIFF, and I've seen file converters, but these don't work with all the programs.
For instance ElVizconde told me about saving an InDesign as Interchange, and converting the inx to xliff with such converter. But then, this converter is no good to work Illustrators...

Do I have to download a converter for each program that I want turned into xliff? Isn't there a standardized software to make everything an XLIFF ready to translate?
