Hi speculumcm !. Sorry I didn’t spot this sooner.

The problem is that in the survey they just list them as two possibly applicable encumbrances but they do not provide a definition. From my research (as you well indicated) excise tax and excise duty seem to be the same, but they list them as two different kinds of taxes
