One of the topics in Civil Engineering is the maintenance of roads and how highway surfaces are impacted by the different types of cars and trucks that drive on them. In the absence of a broader context the phrase "vehículo ingenieria civil" to me suggests two possible interpretations:

(i) It is a vehicle used by the Civil Engineering Branch of some country's Ministry of Transportation and Communications, possibly a "Land Rover" Multi Purpose vehicle (todo terreno).

(ii) It is a privately owned vehicle that conforms to some set of specifications, guidelines or recommendations laid down by the same Civil Engineering Branch.
