Deputy Dove testified that because Mr. Hiibel had "potentially" committed a crime, he was legally required to identify himself pursuant to NRS § 171.123 (3).
|
Deputy = Fiscal (Ayudante/Delegado del Fiscal General)
http://www.usdoj.gov/dag/
Potentially is used, in my opinion, to show evidences that point out the defendant as the crime perpetrator. So, I would not translate this sentence, literally. First, because it's missing part of its meaning, second because it is not going to be well understood by a Hispanic Speaker or a scholar.
My traslation:
El (ayundante del) Fiscal (General) Dove declaró
por qué el Sr. Hiibel era
"en potencia" el auto del crimen,
se le exigió identificarse legalmente conforme a NRS § 171.123 (3).

The Supreme Court of Nevada, in a 4-3 opinion, held that it is constitutional to arrest a person for exercising his right to remain silent by refusing to identify himself.

My translation:
El Tribunal Supremo de Nevada,
en una votación de 4 a 3, proclamó que
, detener una persona por ejercer su derecho
a permanecer en silencio por rehusar identificarse
, es constitucional.
