I think:

1) "Compare with/to" is used to contrast things:

EG: This excercise is easier compared with/to yesterday´s.


2) While "Compare to" can also be used to indicate that something/somebody is similar to somebody/something:

EG: "In the poem, he compares her to a Greek goddess"
