Temporary arrest is not a legal term in the United States, however, it is often used in the media when a political figure is held at their residence and not allowed to make speeches or leave the country.

On occasion, I have also seen the term used to mean "temporary detention". This is a legal term referring to holding a person for a short period of time (for an interview/interrogation, awaiting evidence to make the arrest, etc.) before or without making an arrest.
