psyduck is quite right, if we take the RAE as a norm, the word is not accepted as such. On the other hand, it is obviously used in substitution of "the counting of"...
So, the sentence would be translated , in my opinion, as:
la contabilización oficial de alumnos extranjeros sólo tiene lugar desde el curso escolar 1992/1993 .
The listing/the totaling/the recording of foreign students has only been elaborated since 1992/93
..foreign students have only been recorded/listed since the school-year 1992/93
