I completely agree with Sandy. What's more, except for Spain (as exxcéntrica pointed out), in most countries the word presupuesto (budget) relates more to planning of money allocation. However, I must also say that I pictured a different scenario at the beginning. I thought Justice was referring to a quote or price listing. Justice this has been a very interesting and educational thread .. Congrats 
PS. In my opinion, Sandra’s suggestion (Costo estimado) is very good option
