Default cuello sucio?

"Los principios de esta organizacion obligan a sus miembros a perseguir a los delincuentes de cuello blanco, de cuello sucio, y sin cuello..."

I really can't find a translation for the last part of that sentence. I am very familiar with "white-collar criminals" (as an expression, not at work...), but the other two expressions have me completely lost. Is anyone familiar with them?
